Ukrajnai Marshall-tervet szorgalmazott az aknamentesítéshez az ENSZ Fejlesztési Programja (UNDP) szerdán Genfben.
Paul Heslop, az aknamentesítéssel foglalkozó program vezetője a második világháború utáni európai helyzethez hasonlította az ukrajnai állapotokat. Heslop elmondta: öt éven át mintegy 275 millió eurót kellene költeni évente a helyreállításra, annyira ellehetetlenítették az aknák az ipar és a mezőgazdaság működését.
A Marshall-tervet az Egyesült Államok hívta életre a második világháborút követően Európa újjáépítésére. Heslop elmondta: az Ukrajnában található taposóaknák mennyiségét nehéz megbecsülni.
A szembenálló felek mindegyike használ páncéltörő aknákat, Oroszország pedig gyalogsági aknákat is, miután nem írta alá a betiltásukról szóló egyezményt.
Ezek a fegyverek felrobbannak, ha gyerekek, vagy a földjeiket művelő gazdák érnek hozzájuk.
A tisztségviselő emlékeztetett: a háború előtt Ukrajna volt a Világélelmezési Program (WFP) legnagyobb gabonabeszállítója.
A WFP 150 ezer gazdával dolgozott együtt az országban.
Heslop szerint a termelést mielőbb újra kell indítani, azonban a földek átfésüléséhez több ezer szakértő kellene. Jelenleg sok földműves saját maga végzi az életveszélyes aknamentesítést: detektorokat csavaroznak a traktorok elé, és így próbálják megtalálni az aknákat – mutatott rá.

A szövetségi kormány közleménye leszögezi, hogy „Ukrajnában a civilek szenvednek a nemzetközileg tiltott taposóaknáktól és a robbanóanyagoktól”, és megjegyzi, hogy a taposóaknák megnehezítik a mezőgazdasági területek használatát is.

A kanadai kormány közölte, hogy 15 millió kanadai dollárral (kb. 11 millió USD) járul hozzá az Ukrajnában található taposóaknák felkutatásához szükséges felszerelések beszerzéséhez.
A támogatás a taposóaknák, fel nem robbant robbanószerkezetek és egyéb robbanószerkezet-maradványok felderítését és felszámolását segíti – számolt be a Reuters hírügynökség.
„Az ukrán hatóságok becslése szerint jelenleg az ország 30 százalékában találhatók taposóaknák” – mondta Melanie Joly kanadai külügyminiszter hétfőn az ottawai Carleton Egyetemen tartott beszédében.
Kanada a támogatás keretein belül bombaruhákat biztosít az ukrán aknamentesítők védelmére, valamint forrásokkal finanszírozza az olyan nagy területek megtisztítását – mint például a mezőgazdasági övezetek –, melyeket egy fejlett távirányítású rendszer segítségével végeznek.
Augusztusban az Amerikai Egyesült Államok Külügyminisztériuma 89 millió dollár (kb. 34,5 milliárd forint) értékű támogatást hagyott jóvá, hogy egy éven keresztül segítse Ukrajnát száz csapat felszerelésében és kiképzésében a taposóaknák és fel nem robbant lőszerek eltávolítására.
Egy amerikai tisztviselő Ukrajna helyzetét Vietnámhoz, Kambodzsához és Laoszhoz hasonlította, ahol az 1960-as években szintén számos akna került a földbe, melynek eltávolításával ma is küzdenek – tette hozzá a hírügynökség.
