Joe Biden hivatalba lépésekor Európában sokan abban reménykedtek, hogy az új elnök majd visszavonja az acélra és alumíniumra kivetett vámokat, erre azonban nem került sor a mai napig sem. Mostanra a politikusok kezdik belátni, hogy az EU-nak kell engednie a kölcsönös büntetővámokból, ha le akarja zárni a 2018 óta fennálló vitát. Ez persze annak is köszönhető, hogy az idő sürget: ha december elejéig nem lesz megegyezés, akkor az EU tarifái duplázódnak, ami veszélyeztetné a sikeres amerikai-európai kapcsolatokat.
Ráadásul Bidenen nagyobb a nyomás az acélipari dolgozók és a szakszervezetek oldaláról, így kisebb az esély arra, hogy az amerikai elnök lép az enyhülés felé, főleg a közelgő félidei választások előtt. Nyáron már Valdis Dombrovskis uniós biztos is optimistán nyilatkozott Washingtonban, elmondása szerint hasonló megállapodásban gondolkodnak, mint amilyet Mexikó vagy Kanada kötött az USA-val.
